Minutes of Paris Township Trustees

April 4, 2016

President Michael Stewart called the meeting to order at 7:00PM at the township hall with Trustees James Kiko & Reginald Stoltzfus present.

 

Approval of Minutes

Mr. Kiko moved to dispense with the reading of the minutes of the last meeting & approve as submitted.  Seconded by Mr. Stoltzfus.  Approved.  Financial reports approved as printed.

 

Stark Parks Trails

Randy & Kristy Pero and Josh Staley discussed their concerns about Stark Parks trying to take over land for walking trails.  Mr. Pero said the trail would be within 20 feet of his house.  Mr. Staley said the liability & safety issues are not being taken seriously by Stark Parks.  The issue will be addressed at the next Stark County Township meeting.  There will also be a meeting at Washington Township on April 13 at 7:30.

 

Calaway Ave.

Mr. Ramsey would like Calaway Ave. to be finished to the end of the legal right-a-way.  Mr. Kiko said they will fix the problem.

 

Road Report

Mr. Stowe presented the last two weeks superintendent planning reports for the trustees to review.  The township’s share of the Parks Ave. project will be $19,000.00.  The trustees discussed which roads to chip & seal, but no decision was made at this time.

 

Road Material Bids Resolution 25-16

Mr. Kiko made a motion, seconded by Mr. Stoltzfus, to approve the bid for road material from Central Allied.  Upon a vote, Mr. Stoltzfus – Aye, Mr. Stewart – Aye. Mr. Kiko – Aye. Approved.

 

Chip & Seal Bids Resolution 26-16

Mr. Kiko made a motion, seconded by Mr. Stoltzfus, to approve the bid for Chip & Seal from 20/20 Enterprises Inc.  Upon a vote, Mr. Stoltzfus – Aye, Mr. Stewart – Aye. Mr. Kiko – Aye. Approved.

 

Yard Waste Box

Mr. Kiko said a roll off box could be purchased for $3,500.00 and each load would cost $150.00 to haul away.  Mr. Stoltzfus is to talk to David Held at the solid waste district.

 

Robertsville Property

Mr. Kiko will check with the prosecutor’s office concerning selling the old school property.

 

Sign Grant

Mr. Stoltzfus reported that the sign grant has been signed with the village.

 

Records Retention

Mr. Stewart reported he is still waiting for a meeting concerning the record retention schedule.

 

 

 

 

Alley in New Franklin

Mr. Kiko reported a resident in New Franklin would like to vacate an alley in New Franklin.  Mr. Kiko told them to contact the Stark County Engineer’s office concern the petition to vacate an alley.

 

Paris Township Cleanup Day

Mr. Stoltzfus said the cleanup day is April 16.

 

April 18, 2016 Meeting

The next meeting on April 18, 2016 will be at 6:00pm.

 

Liberty Cemetery

Mr. Stewart said decorations are blowing from Liberty Cemetery into the fields surrounding the cemetery.  Trustees are asking that anyone placing decorations at Liberty Cemetery to be sure they are secured properly.

 

Executive session

Mr. Stoltzfus moved to go into executive session at 9:26 for disciplinary reasons.

 

Upon a vote, Mr. Stoltzfus – Aye, Mr. Stewart – Aye. Mr. Kiko – Aye. Approved.

 

Mr. Kiko moved to come out of executive session at 9:30.

 

Upon a vote, Mr. Stoltzfus – Aye, Mr. Stewart – Aye. Mr. Kiko – Aye. Approved.

 

No further business, Mr. Kiko made a motion, seconded by Mr. Stoltzfus to adjourn and pay bills totally $18,435.48.  Approved.  Meeting adjourned.
