Minutes of Paris Township Trustees

January 22, 2018

President Reginald Stoltzfus called the meeting to order at 7:00PM at the township hall with Trustees James Kiko & Michael Stewart present.

 

Approval of Minutes

Mr. Kiko moved to dispense with the reading of the minutes of the last meeting & approve as submitted.  Seconded by Mr. Stewart.  Approved.  Financial reports approved as printed.

 

Freed St. Drainage Ditch

Ben Mercer asked that the ditch on Freed St. along his farm be cleaned out because the ditch has filled in and blocked his tile lines.  Road Superintendent Kirkpatrick will see what can be done to clean out the ditch when weather permits.

 

Road Report

Road Superintendent Todd Kirkpatrick reported that water is running onto roads and forming ice.  The road crew has been removing the ice.  Trustee Stoltzfus has been plowing roads when the township is short on help for snow plowing.  Mr. Kirkpatrick said a snow plow needs repaired and the one-ton truck needs the tail gate repaired also.  He said the county needs to replace some large culverts on township roads this year.  He will ask about culvert replacement at the engineer’s meeting this spring.

RESOLUTION

 

RESOLUTION ON SUBMISSION OF QUESTION OF AN ADDITIONAL

TAX LEVY FOR THE PURPOSE OF PROVIDING FOR GENERAL

CONSTRUCTION, RECONSTRUCTION, RESURFACING AND REPAIR OF

STREETS, ROADS AND BRIDGES IN THE PARIS TOWNSHIP ROAD

DISTRICT NUMBER ONE, PARIS TOWNSHIP, STARK COUNTY, OHIO.

 

 

The Board of Trustees of Paris Township, Stark County, Ohio,

 

met in regular session on the 22nd day of January 2018 with the

 

following members present:

James Kiko

Reginald Stoltzfus

Michael Stewart

Mr. Kiko moved the adoption of the following resolution:

WHEREAS, Upon due investigation and consideration, the Board

of Trustees of Paris Township has determined that the amount of taxes

which may be raised within the ten (10) mill limitation in and for said Paris Township Road District Number One, Paris Township, Stark

County, Ohio, for the next ten (10) years will be insufficient to provide an adequate amount for the necessary requirements for said Paris Township Road District for the purpose of providing for the general construction, reconstruction, resurfacing and repair of streets, roads and bridges in said Paris Township Road District Number One; and

WHEREAS, by reason thereof, this board has determined that it will be necessary to add a tax of four (4.0) mills, which is in excess of such limitation, for ten (10) years, tax years 2018, through 2027 with tax collection starting in year 2019 to be presented to the voters on the May 8th 2018 Primary Election for the purpose of providing for the general construction, reconstruction, resurfacing and repair of streets, roads and bridges in said Paris Township Road District Number One; and

WHEREAS, by reason of the facts above set forth, this board has determined that it should, and hereby does, declare itself to submit to the electors of the Paris Township Road District Number One, Paris, Township, Stark County, Ohio, at the Primary election to be held May 8th, 2018, the question of an additional tax of four (4.0) mills outside the ten (10) mill limitation for the purpose of providing for the general construction, reconstruction, resurfacing and repair of streets, roads and bridges in said Paris Township Road District Number One for a period not to exceed ten (10) years, tax years 2018 through 2027 with tax collection starting in year 2019 to be presented to the voters on the May 8th 2018 Primary Election.

NOW, THEREFORE, BE IT RESOLVED that there shall be submitted to the electors of the Paris Township Road District Number One, Paris Township, Stark County, Ohio, at the Primary Election on May 8th, 2018, the question of an additional tax levy outside the ten (10) mill limitation in and for said subdivision in the amount of four (4.0) mills for the purpose of providing for the general construction, reconstruction, resurfacing and repair of streets, roads and bridges in said Paris Township Road District Number One, and said four (4.0) mills should be levied for ten (10) years, tax years 2018 through 2027 with tax collection starting in year 2019 to be presented to the voters on the May 8th 2018 primary election.

 

 

BE IT FURTHER RESOLVED that the submission of said proposal, the notice of election, the form of ballot, the certification of the levy as voted outside the ten (10) mill limitation, and the levying of such additional millage shall be in accordance with the provisions of Sections 5705.19, 5705.191, 5705.03 and 5705.25 and other related sections of the Revised Code of Ohio in accordance with the statutes in such cases made and provided; and

BE IT FURTHER RESOLVED that the form of ballot cast at such election shall be:

(A Majority Affirmative Vote Is Necessary for Passage)

“An additional tax for the benefit of the Paris

Township Road District Number One, Paris Township,

Stark County, Ohio, for the purpose of providing an

adequate amount for the necessary requirements of

said Paris Township Road District Number One for the

general construction, reconstruction, resurfacing

and repair of streets, roads and bridges in said

Paris Township Road District Number One at a rate

not exceeding four (4.0) mills for each one dollar

of valuation which amounts to forty cents ($0.40)

for each one hundred dollars of valuation, for ten

(10) years, tax years 2018 through 2027 with tax

collection starting in year 2019.”

BE IT FURTHER RESOLVED that the Fiscal Officer of this board be, and hereby is, directed and authorized to proceed forthwith with the certification hereof to the Board of Elections of Stark County, Ohio, pursuant to the provisions of Sections 5705.19, 5705.191, 5705.03 and 5705.25 to proceed with all things necessary to be done in order to accomplish the purpose of this resolution.

BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this board concerning and relating to the adoption of this resolution were adopted in an open meeting of this board, and that all deliberations of this board that resulted in such formal actions were in meetings open to the public in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.

Various township business

Mr. Stewart reported that ODOT will do a study on the intersection of S.R. 172 & Autumn Ave. because of safety concerns at that intersection.  Mr. Stoltzfus reported that Attorney Babik from the prosecutor’s office will rewrite the township Employee Handbook.  He also said the township cleanup day this year will be April 21.  Mr. Kiko said the outside & inside lights need repaired and is getting a quote for the repair.

 

Hired Employee – Resolution 17-18

Mr. Stoltzfus moved to approve the hiring of Harrison Kiko at $14.00 per hour to help plow snow.   Seconded by Mr. Stewart.  Upon a vote, Mr. Stoltzfus – Aye, Mr. Stewart – Aye.  Approved. Mr. Kiko abstained from voting.

 

No further business, Mr. Kiko made a motion, seconded by Mr. Stewart to adjourn and pay bills totally $18,716.55.  Approved.
